What sort things are your thinking shouldn't be downloaded?

well.. I am thinking we should be able to run the build without an internet connection at all... since typically our build servers are not supposed to be pulling or downloading stuff (we typically have JFrog / Artifactory setup for dependencies). It seems like it's downloading transforms and that seems to be the messages we receive when using the --offline tag)
