Regarding the problem, 500 means a server error, so yes, if you want to download from GH page and get a 500, it's their fault. I would though just use the normal download at https://gradle.org/releases/, I was not even aware there is a Gradle downloads repo on GH. Besides that usually anyway you will not download any Gradle version manually.

I only realized there was a problem because when I changed the Gradle version in the wrapper properties, then IntelliJ IDEA didn't want to "Sync project with Gradle files" successfully due to the download failure.

Oh, really? I thought Gradle uses a different CDN than GitHub downloads. Maybe I misremembered or something changed. 🤷‍♂️
