I searched for updates for Universal C Runtime in Windows, but I didn't find anything for Windows 11. So I'm a little lost here.

If you have additional information either edit the original message or post to its thread. Regarding the question, it told you "This should not happen under normal circumstances, please file an issue if it does.". This is coming from Android Gradle Plugin. So you should report an issue in their issue tracker if there is none yet.
