Yes, it is not. It is fairly normal for nightly builds, though I am not sure whether it is a nightly or a manual one-off packaging

This is a nightly from a feature branch at Google. It is expected that it is not notarized at this point. I'll add a note to declarative.gradle.org about this to set expectations. Thank you for bringing this up Jason
