Unfortunately, nothing project specific. The users can use
<GRADLE_USER_HOME>/gradle.properties
to override values, it system properties, or environment variables, or
-P
commandline arguments. A project specific file based solution was requested multiple times already but unfortunately up to now always rejected, for example here: https://github.com/gradle/gradle/issues/12283 There are plugins like https://plugins.gradle.org/plugin/net.saliman.properties that provide something similar, but with some quirks. For example they are only set as extra properties which only override project properties if requested the right way.
providers.gradleProperty
for example would not see those. And that specific plugin also has some other quirks like more or less completely disabling task configuration avoidance and configuration cache in its current state.

yep. so unfortunately for now I would recommend building your own property wrappers that look up from your desired local config overrides

that's what AGP does with local.properties

I see, thank you both very much. I will try write some code and load properties from some local file if it exist, it not, fall back to use gradle.properties.
