Seems like it's related to configuration cache. It absolutely destroys build performance on CI

What do <https://ge.spring.io/s/7guetbideyb6w/performance/dependency-resolution|Dependency resolution> and <https://ge.spring.io/s/7guetbideyb6w/performance/network-activity|Network activity> look like?

Network activity happened pretty fast, I think it was around 2 seconds

Don't recall dependency resolution, would need to re-run the scan, since I deleted it

I've bumped Gradle to 8.5, with configuration cache included, and it also fixed the slow configuration time
