Are you talking about writing a Kotlin program that is built using Gradle, or about writing Gradle logic using Kotlin?

Probably both - but primarily the former one. Taking android build as an example - if i can use Gradle 8.5 but kotlin can still point to version 1.9.10 or below.
I haven't tried it or faced any issue - just wondering if it's possible and if the compatibility matrix table indirectly indicates
This gradle version will support this kotlin version or below
or if it states
This gradle version is tightly bound to mentioned kotlin version in the table

It is the bundled Kotlin version that is used in the Gradle runtime when running Gradle logic. As far as Kotlin is backwards compatible it is here too, so of course it can run Gradle logic compiled against 1.9.10. Building your production sources with Kotlin is a totally different topic and has nothing to do with that table. There it is the question with which Gradle versions the Kotlin Gradle plugin you want to use is compatible with.
