`allprojects`/`subprojects` is fine as long as you're not reaching into those other projects

but I'd just list them out. otherwise you don't have a good way of differentiating between projects which should be published and ones which shouldn't (e.g. if `include(":a:b", ":a:c")`, then `:a` exists as a parent even if you don't put anything in it)

you can add tests to ensure that you're not missing anything you care about
