Depends on how it consumes those dependencies. If it for example uses a "detached configuration", no, because they are detached and an implementation detail of the task or plugin. If it registers a regular named configuration, the lockfile should apply if you enabled locking for that configuration.

By looking at sources, or a build scan or debug logging for example. Or by specifying a non-existent library and see in the error message which configuration it is needed for. If it is

it is detached, if it has a name, then named.
