I posted a question in here a while ago, about windows sometimes redownloading all the groovy jars on seemingly indistinguishable gradle projects - maybe it is fixed in gradle 8.4, or maybe it is more sporadic now - but i found a solution which is to enable offline mode - https://stackoverflow.com/a/77369550
