AFAICT, that should be `2.1.3.RELEASE`, with a `.`, not a `-`

Even with the correct version it would not work, as `<http://repo.jfrog.org|repo.jfrog.org>` is dead :slightly_smiling_face:

Iirc, the plugin that used to be there and because of which you probably added it, should now be available on Maven Central
