instead of `!isKotlinPluginApplied()` I suspect you instead want to apply some configuration when the plugin is applied? Have you looked at the <https://docs.gradle.org/8.3/userguide/implementing_gradle_plugins.html#reacting_to_plugins|Reacting to plugins> docs?

The code that I show is inside AGP I cannot modify it
