All 24 threads are showing that they're being utilized though

Seeing this with Gradle 8.1.1 and Gradle 8.2-rc3

Setting `max-workers` doesn't have any effect

That makes sense, but it turns out that counting output lines isn't the best signal because Gradle will truncate based on terminal window size :see_no_evil:

So after turning my monitor into portrait mode I can see 24 lines of output corresponding to the 24 CPU threads
