I think there's a bug in the settings UI in `v0.8.38` . Prior to updating I had a platform policy that allowed users to `Manage Users &amp; Groups` and it worked fine. It still works, but the only way to access it is if you know the url (<https://somehost.com/settings/identities/users>). The `User &amp; Groups` tab under `Access` is just not there for users with those privileges. After tinkering around I found that the tab does appear if you give a user `Manage policies` platform privileges to go along with `Manage Users &amp; Groups` , but that's obviously too wide to use as a workaround.
