If you have a domain driven organization then you can give responsibilities to domain owners. When we talk about the governance business owners have to decide who can access the data, data retention and data privacy subjects then you give responsibilities to business owners. But even if you give responsibilities to business owner there should be a team to manage datahub and best practicies. In Trendyol we plan to begin with domain owners and then we will distribute some responsibilities to business owners.
