Hello. Is there any way for users to receive some kind of notification, like vie email, when they appointed as Owners for a Dataset?

Actions framework https://datahubproject.io/docs/actions/ could be the basis, but needs development work to do what you need

I am actively looking into this use case as well. I got the sample recipe working with a tag addition or removal. I am also trying to get an answer from the community on my assumptions of what type of development work this would entail for a Jira integration.
