debug missing from cypress cloud

I upgraded to 12.5 from 9.7 and when I log into cypress dashboard and click on a project, I see the following in my left hand navigation panel: latest runs, branches, analytics, project settings I do not see Debug which in the documentation should be under Runs (or latest runs I guess?) What do I have to do to enable this feature? I'm not an admin, but I'm responsible for it. But it's hard to get help without knowing what to ask them to do.

The documentation has this step but i have no idea how to implement it:
To see the relevant Cypress debug logs, set the environment variable DEBUG on your CI machine and inspect the terminal output to see why the commit information is unavailable.

if i put that in the env: part I get an error
i also tried adding this at the end of my file:

@busy-agency-3812, the Debug page is available via the Cypress app itself, rather than Cypress Cloud: https://docs.cypress.io/guides/core-concepts/cypress-app#Debug

Yeah, i think i figured it out this morning but it's still a little confusing. I\\\
i think what's happening is i see the push to local but not from local to staging
I thought the goal was that it let you see the network tab on failed runs in CI but i don't see that anywhere, it just looks like another way to view the terminal, screenshots and video
