I'm strictly a QA tester but I still agree with you on this. It sounds like you're in the very early stages and don't have an established culture yet. I would encourage you to go without QA specialists for as long as possible and do your best to put the responsibility on the developers.
There's a long-standing belief among some groups that developers make bad testers. I think this has been accepted too blindly and is probably false in most cases, and as a result we have large IT organizations with large, separate, QA groups. While there may be cases where this makes sense I think it's better to assume the opposite first. Only go there if you must.
