I definitely agree with you, and when thinking about this problem we did determine that visibility and responsibility was a key aspect of solving this, Specifically for this project all devs practically have visibility over all areas including these cypress tests. Ideally the test suite would run before any any changes are committed and any failures would be addressed but I guess the main issue is just the time it takes to set up a test environment and run the suite(though I guess that's the price you pay for quality regression testing...)
