I have added this code to my action file to run the job every 5 minutes but the job doesn't run at all. And workflow_dispatcher event is also not there. Any solution?

This isn't a Cypress Cloud issue. It looks like it is probably GitHub Actions. The documentation is on https://docs.github.com/en/actions.
The workflow needs to be in your default branch, or at least a workflow with the same name needs to be placed there, otherwise the workflow will not be visible in Actions and cannot be run.
