Ok two things here 1.  Inference is looking back too far into history to bind a block to a previous session.
    ◦  As 21:55, session `6b782a74-11b8-5065-b42e-bdbe727025bb` starts after he exceeds his budget. We end it 0s.
    ◦  At 22:06 (11m later), some instagram-related tunnels try to open. Proxy refuses them. But it updates the `blocked_at` column of the session that we started 11 minutes ago.
    ◦  Similar story for session `e6e17e03-3db0-53b9-bfce-e4f638c068a7`. These two combined contribute to most of his 19m over budget
2.  <https://com.burbn.barcelona|com.burbn.barcelona> is mapped both to Instagram and to threads

I think we should 1.  Not look back so far into history in `ozone-inference` to update `blocked_at`
