Did Observation agent for Patterson and Jones families intentionally decide to not queue up reports this morning or did something go wrong?

Royce Branning created a high priority On-Call Investigation CLE-769 Observation agent failed to queue reports

There's a low sev alarm that should go off if an observation agent run fails. So I'd hope it was intentional but I'll take a look

We should add this to the morning queue. Like “decided no send” and allow for editing like the others

I think the alarm did go off
