i think it did cus otherwise safari should have been shielded, we were showing shields in the admin dash

No safari doesn't get shielded by the category shields
We just rely on web blocking

Yes
If proactively blocking everything server side is a pain though we can send something down to the client and have it turn the WebFilter (not to be confused with the CF) on for all websites
Basically use the same mechanism we do for web blocking in OG Clearspace to do a wildcard block for all websites

yeah we might need to revisit blocking on browser, it does get blocked but there will be a slight delay
