I have already explained to you in your last question. LsParseDateTime is to convert the date/time to Lucee's Server Timezone (and looks like your Lucee Server Timezone is set to UTC), as the date/time is in xxx timezone (where xxx is the timezone you use as the 3rd argument for the function)
lsParseDate('2024-12-17 04:39:00', "", "PST")
convert that date/time to your Lucee server timezone as the date/time is in PST. It is NOT, I repeat, it is NOT, convert that date/time to PST timezone
To convert a date/time from a timezone to another timezone, you can use a combination of parseDateTime() + dateTimeFormat() Example: convert a Sydney date/time to PST https://trycf.com/gist/90f7479fff35108513cf6e4e1ef5eafc/lucee5?theme=monokai
Do be careful, that example will only works if the date/time you converting is a string (not a date/time object/value)

registrationactive eq 0 is the only condition that is executed in your code, or you have a typo
