I have a general question. Is it possible to update the JDBC driver on a CF server that isn’t part of a standard Adobe Update/Patch?

It is possible to update drivers, but they will not be certified. Meaning, if you have a custom driver that you dropped in, and you encounter issues, support would be unable to help. There may be a reason we hadn't updated the driver...
