Why can I not see the Lucee stack trace on this particular page? I have debug on but soon as it hits this page I get this:

Try a different browser for debugging. Some browsers will auto-download a file type it cannot render. For Firefox, go to settings, do a search for XML, change it from save file to open in firefox. Restart firefox

It's more reporting that you've told it it's text/xml, but the content isn't. Did you look at what the browser received? It's likely (like: 100% likely) it's not well-formed XML. This is what the error is telling you.

Yes, that's generally what you get when you send a content type of XML from the server, but not actual XML
