I’ve run a fresh install of CF2023 and put the license key in, installed successfully but won’t start - in the logs it does mention it can’t reach the Adobe licensing server, this is because the server doesn’t have access to any sites unless I allow them. 1. Would this prevent CF starting? 2. If so, what is the domain I should be whitelisting?

i've installed 2023 recently on server that aren't online, haven't caused the server from starting

It has finally started now but in 226 seconds, I think most of that time was spent trying to contact the licensing server

Utilize the offline activation mode then: https://helpx.adobe.com/coldfusion/using/coldfusion-licensing-activation.html
