I didn't realize determining the licensing needs required an act of Congress.

I think a lot of people would prefer Adobe just put the numbers on the website -- but I suspect the licensing folks make up a different answer every time someone asks them so there is no canonical calculation 😞

Truly the issue is market segmentation, and we don't do it right currently. The process we use is designed for extremely large corporations. And believe it or not, it is needed there. If you've ever dealt with one of these huge customers, 90% of the time they have zero clue what their own architecture is. If I had a dollar for all the times I sat in hour long meetings as 25 highly paid consultants argued about what their own systems were I'd... well, I'd probably be on an island somewhere drinking something cold and fruity right now. But this doesn't work for smaller customers. Clearly. It is frustrating for them. And it is isn't sales' fault. They use the systems in place. It is up to me and the product team to help give them better tools to serve the community. We need to do better. And while it may not seem like it, we ARE working our tails off behind the scenes to improve. I'm sorry it isn't faster. I wish it was. Its a really, really big boat to try to turn with just a few paddles. But I refuse to give up and I want to thank those of you who believe I'll succeed.

Spend a week, make a small business "segment" and put out pricing after lawyer approval; and its done. This has been dragged on for years.

That's fair, and I appreciate the candor. From a truly selfish standpoint, and I do recognize that this is a selfish request, is it possible to get an answer to my question without Adobe needing to re-invent the how-to-quote-for-small-businesses wheel? I get that the process is insufficient now... do I need to wait for that process to be resolved before I can expect an answer?

Dave, no, this other process is something else entirely. There's a few things that have unfortunately delayed your stuff that I'm just starting to unravel myself from. I'm trying to get on the phone with someone tonight to wrestle an answer one way or another on this.
