I got this working over here on 5.4.0.66, interested to know if it's also fixed on your side @leftbower 5.4.0.45->5.4.0.46 was a major change to Felix, from 6 to 7, though it's not clear to me why that broke what did break (additions to osgi bootdelegation no longer getting picked up)

ah, flakiness is unfortunate. Let me know if you find anything particular and I'll keep an eye out too. If my work moves 5.4.0.66+ then it will get a thorough dogfooding.
