Ortus uses Discourse too ( https://community.ortussolutions.com/ ) and I've found it to be rather stable. The outtage may be a hosting issue

I have found RoR apps to be kind of ultra intolerant of UNIX to Windows editors, scaling and a few other issues over the years.
