At the moment, the built-in Password Policy Previewer text (the requirement lines shown under the New Password field) isn’t something we officially support overriding via localization keys. The supported approach is to disable the policy previewer and add your own requirement/help text in the flow UI (which can be localized via Flow localization).

Quick update after checking with our Engineering team. Overriding and localizing the Password Policy Previewer text shown to end users is supported today.
Sorry for the earlier confusion here. The functionality already existed, but it wasn’t clearly documented before.
How it works:
You don’t override the previewer text directly in the Password Policy settings. Instead, the previewer pulls from the same localized password requirement and validation strings defined under Localization. Once those strings are updated, the policy previewer automatically.
