hi, is there a good way to disable the ability to apply entirely from the repos.yaml file? i know you can set

apply_requirements

to approved, but is there a way to set it so nothing can be applied?

Hey Nate, can you explain your use case a bit more? You'd like to disable applies globally for all repos by default?

yeah, for right now, we really just want to use the terraform plan functionality and mainly as a way to keep track of PRs and making sure they look good. in the future we may change that, but for now we really only want the plan part of things
