Redis is required in order to persist the locks across restarts as far as I understand it. Boltdb will only allow one atlantis process to lock which explains the behavior you are seeing.

You may be able to fork or modify the terraform module to use the new serverless elasticache offering from aws. It doesn’t look super complicated to get set up
