we need some help with this: https://github.com/runatlantis/atlantis/issues/2200 if anyone have cycles to take a look and see how to fix it, that would be awesome. It is possible is a bug but there is mentions of PRs that were reverted long time ago and then there is further work that was done on locking after that so I will imagine something else could have changed, it is hard to tell since no many people are complaining every day about this
