I'd like to upgrade my account to continue using the Actor, which I understand costs $30/month to rent. However, when I tried to upgrade, I saw that the Starter plan is priced at $39/month. Can you clarify — will I need to pay $39/month just to use the $30/month Actor?

You have to subscribe to the Starter plan ($39 per month). This gives you credit that you can use yourself to build/run your own actors etc or also use to rent public actors. In your case, you'd rent a $30 actor so you'll end up with $9 that could be spent on platform usage to run it etc.. Hope this helps!

Yes exactly, Apify cannot have a different paid plan to accommodate each public actor renting price

$30 is the Actor rental charge for a month, on the top of that you will also consume and pay for the usage. So $39 should be okay.
