It fetches PRs labelled release-notes merged since a given tag, extracts ### Release notes blocks from PR descriptions, normalises headings, and compiles into a structured markdown doc with an "Upgrade Considerations" section for breaking changes. Per your suggestion, I'm planning to post to dev@pulsar.apache.org to get broader community input before opening a PR.
