Does anybody know if it is possible to manually add an offset to the next ledger id created by pulsar?

I think that the short answer is that "you can, but there's no guarantee that there would be a message that is the next message". The ledger could contain also marker messages used in transactions and replicated subscriptions or the ledger might have rolled over such that the previous message was the last one in the ledger. btw. this discussion contains some reasons why it hasn't been a good idea to even expose the ledger id and entry id to the user such that users would depend on the values: https://github.com/apache/pulsar/pull/19414#discussion_r1163317213
