yes, but the confusion was at which step it gets moved over to the image. because none of the build scripts/dockerfiles have that copy step

That directory is built in all of the base Pulsar docker images AFAIK. If you need to change the configurations after that, try using the approach shown in my repo. Just prefix the properties with

PULSAR_PREFIX_

and start the broker with the command

bin/apply-config-from-env.py conf/broker.conf

that will apply those changes for you.

default conf files are included in the tarball and are getting added with the rest: https://github.com/apache/pulsar/blob/master/docker/pulsar/Dockerfile#L27

got it. its a steep dig through of the code to understand this flow.. We figured out after we realized we were not packaging the tar ball again before build.sh
