what steps have you taken for decommissioning?

we ran

bookkeeper shell decommissionbookie

from each of the old bookies and ended up deleting the bookies due to resource constraints

Hopefully you waited for the decommission to complete. You can validate this by running the decommission command again and validate that no ledgers are on the decommissioned bookie.

$ bin/bookkeeper shell listledgers -bookieid <IP>:<PORT>

i have not tried to redeploy yet. i have additional bookies that i need to offload but cannot get a pulsar-admin shell due to crashed brokers. Is there a way to redeploy the cluster with my good running bookies & their data? Or can i initiate offload (to GCS bucket) from the bookies to save the data? Also need to backup persistent topics if possible
