Depends on the hardware. a very fast ssd & cpu, helps a lot to support higher number of topics. Higher the # topics, higher the little overheads managing them which adds up. 10s of thousands of topics should be fine. We tried with 100K and that is hard to tune to get good latencies, possible but hard. Mentioning this just from my memory, if others can back up the data with their experience, that will be nice.
