For reference, the agenda is fluid. Anyone can propose a topic for discussion. The meting is typically a group of 5 to 10 people, many of whom are committers and PMC members. As with all Apache communities, we don't make any official decisions because those are left to the mailing list, but it is a fun way to discuss Pulsar and meet some of the people you interact with on GitHub/Slack/ML.
