thanks.. maybe skim the Description is the first thing. this appears to be what's required by hypertrace for example

the things I'm not sure of are the first 3 ticks

[ ] how do we get a reference to the _helixResourceManager?
 [ ] do we need to block until Pinot Broker registers with the controller before installing the tables?
 [ ] can we can stop the controller from listening on a port until these tables are added?

I noticed in hypertrace, we have a manual wait loop until Pinot Broker registers with the controller
