EMR 6.4 dont support flink 1.16 .
are you manually installing flink 1.16 in the cluster ?

this looks like missing class in runtime,

can you check if hadoop_path contains `PARSER` using `zgrep` and `find` command ?

PARSER is not a part of flink-runtime jar, it comes from Hadoop yarn , basically classpath
