People has anyone worked here on creating a CLI and if yes what language have you preferred and Why?

We used Golang because it’s quick to compile and iterate on, has good cross-compilation so you can distribute to virtually all OS+architectures, and there are great libraries for building clis (eg cobra)

Rust has some amazing libraries for CLIs - been developing a large CLI application in it for 3 years now and extremely satisfied.
I wouldn't recommend writing in Python or Java/Scala - besides packaging issues you will likely quickly encounter startup times problem, and even half a second lag makes your CLI app feel sluggish and unresponsive to a user.
