Good morning all! I just made a request to get my jira account set up, so if somebody could try and approve me I'll open a PR for this. I'm building out a Flink accelerator on top of DataFusion called [StreamFusion](github.com/datafusion-contrib/StreamFusion/tree/main). In order to do this, I'm hoping to add an extensible SQL planner api based on inspiration from what spark does (you specify a class in a runtime jar to add custom planning rules).
