We are trying to play with WAL based checkpoints and see unexpected exception:

Does anybody has any insights about gravity of such reference counting?

1. It appears more offten than checkpoint.
2. It seems to be related to the Reference counting issue.
3. Code was added in order to track failed IT case: <https://issues.apache.org/jira/browse/FLINK-28440>
