Is there a way to convert changelog to a append stream where all insert/updates becomes appends, and deletes are discarded? Preferable through the table API. I'm on Flink 1.15.2.

That heavily depends on the sources, sink and the logic you're applying. There's no "convert" function that changes your changelog stream to an append-only stream, because it would result in semantically incorrect results.
