What happens when servers are under minimum is probably low performance as long as the configs are adjusted to not use more resources then available. What's your deployment? single server or cluster? If you are seeing problems with segment availability you should look at the coordinator log to determine why historicals are not able to load those segments.

Thank you, it may have been caused by our single server meeting minimum reqs. Next step, I'm migrating from a single server to a cluster.
