Has anyone built per-client quotas and throttling into a GRPC server? Assume that the problems of identifying a request as belong to a specific client, and keeping track of a client's usage, are already solved. Ideal experience is: 1. Responses to clients contain a "throttle-time" header so that well-behaved clients can back off appropriately 2. Server either delays responses to clients that exceed quotas, or responds early with a

RESOURCE_EXHAUSTED

code and appropriate headers so the clients can try again 3. The retries and delays should be transparent to the user; ideally handled by the client implementations (interceptors etc) themselves. Where possible when a GRPC client is being throttled, method calls should block (this will depend on the language implementation though) Is this even possible?
