Hello Team, It would be great someone could look at this PR and in 0.40.18 at least, we are basically blocked by this since orchestrator cannot use s3 for saving state objects which forces us to enable minio after the upgrade.

I would suggest keeping the variable name and just adding the isempty, so that the PR is merged more quickly, than do a PR to change the variable name that may be backwards compatible

I can't merge as I don't have write access, but I do think that one is easier to be merged
